JCAR & How Administrative Rules Affect Our Lives

Tom Demmer to discuss JCAR. JCAR, the Joint Committee on Administrative Rules, is a legislative oversight committee that reviews proposed and emergency administrative rules created by state agencies to carry out state policy. These rules can be the result of a law passed by the General Assembly or through an Executive Order issued by the Governor.
